Situation: There is clear evidence that sea levels are rising, and the communities in Northern Iceland were fearing what would happen to them.
Typical binary solution: Either reinforce the shores (similar techniques seen in the UK flood prevention, with the use of dredging or the humble sandbag) or relocate the communities. Neither of which were desirable, and in actual fact one of the options simply delays the implementation of the second option.
Vista: The Arctic Circle Assembly decided to partner with the private sector to build a deep sea port which would facilitate a Trans-arctic shipping route. This utilised the higher sea levels and not only allowing the local community to stay but provided future opportunities for them as well. This example did not only clearly break the binary decision but it also provided the local and national communities with a new Vista for them to work towards through the use of Industrial Policy.
